Keynes

Keynes has more than 10 years of various and excellent experiences in China Customs (including three levels: Customs House, General Customs and General Administration of Customs of PRC, the headquarters) and the Big Four accounting firms. He is the only one who successfully founds and continuously develops a customs consulting firm after working in China Customs and the Big Four.

Keynes was an official who had worked with 3 Vice Ministers of Customs. By 2000, he was involved in the revision work of “The Customs Law of PRC”. In 1994, he drafted the first “Operating Procedure for Bonded Warehouse of Consignment & Maintenance” in Guangdong Customs District. In 1997, he drafted the first version of “Standard Operating Procedure for Document-examining Center” in China Customs. In 1998, he edited “Hand Book for Customs House Work” and drafted its “Supervision Operation for Goods & Transport Means”. From 1996 to 2004, Keynes published 20 research & development articles on Customs official publications including in-house literature for the Board of General Administration of Customs of PRC (GAC, the headquarters) to make decisions, and he was honored with editor's note several times. Time after times, Keynes drafted report for state-level conference. In 2002, he was a member of the drafting team of the National Anti-smuggling Conference held by the Central Authorities. In 2001, he was a writer of the Customs Minister’s Speech at the National Videophone Conference on Export Work held by the State Council. In 2002, he was the lead writer of reports of National Conference of Customs Supervision. For many times, Keynes took part in Customs policy and regulation making and important reform designing such as “The Reform of Customs Clearance Operation”, “The Modern Customs Institution”, “The System of Risk Management”, and “The System of Logistics Supervisory Control”. In 2004, he won the top prize of academic theory in China Customs. In 2008, He hosted the “Followmission Album” on the Customs official magazine “Great Customs”.

Now Keynes is the founder of our Think Tank of Customs and Trade, a Japanese government adviser and a Customs Control Zone consultant and project judge of Chinese local governments while he is also an adviser to their investment negotiations on major projects. He is a guest speaker of the Association of Chartered Certified Accountants (ACCA, the largest international professional accountant organization) Hong Kong.He is a regular contributor and an Editorial Board member of “China Tax Intelligence”, the bilingual magazine published by CCH, Wolters Kluwer, which is one of the Big Two law, finance and tax publishers in the world. Other members are more than 10 partners of the top law firms, accounting firms and consulting firms in the world.

2006-now: Founder, Followmission Customs Consulting Firm.

2005: In Tax and Business Advisory Services, Deloitte Shenzhen Office, a Big Four accounting firm.

2004: Resigned from Chinese government as a Customs Supervisor Commissioner Ⅲ.

2002-2003: In Department of Customs Control & Inspection of General Administration of Customs of PRC(GAC, the headquarters), Beijing, was transferred and worked with then-Vice Minister of Customs Mr. Liu Wenjie and Directors General.

2001-2004: Chief of Secretary Section of a major General Customs in the Pearl River Delta, worked with then-Vice Minister of Customs Mr. Sun Songpu.

2001: In General Office and Research Office of GAC, Beijing, was transferred and worked with then-Vice Minister of Customs Mr. Li Kenong and GAC Chiefs of Staff.

1998-2001: Managing Chief of Staff of a major Customs House in the Pearl River Delta.

1998: Deputy Section Chief of Operation Section of a major Customs House in the Pearl River Delta.

1994-1998: Secretary of the Chief of a major Customs House in the Pearl River Delta, in charge of bonded supervision and supervision of goods & transport means.

1993: In Anti-Smuggling Section of a major Customs House in the Pearl River Delta.

1993-1994: In Bond Operation Section of a major Customs House in the Pearl River Delta, engaging in processing trade supervision, bonded warehouse supervision, audit and management on enterprises.

“芳邻”语出汉文学史上最华丽的文章《滕王阁序》：“非谢家之宝树，接孟氏之芳邻。”

“mission”谐音“庙算”、“妙算”。前者语出人类历史上最伟大的军事著作之一《孙子兵法》：“夫未战而庙算胜者，得算多也；未战而庙算不胜者，得算少也。多算胜，少算不胜，而况于无算乎！”后者出自汉语成语“神机妙算”，体现专业服务品质。
