At invitation in 2013, our Partner of Followmission Customs Consulting Firm acted as an expert witness at the Board of Review (Inland Revenue Ordinance) in Hong Kong. 1. On Dec. 30th 2013, the General Administration of Quality, Inspection and Quarantine and General Administration of Customs jointly announced revision issues on “import and export catalogue subject to China inspection and quarantine” and HS code revision, which clarified that all commodities which under catalogue shall subject to China inspection and quarantine institute’s supervision; importers and exporters need to submit the cargo entry or cargo exit declaration forms which issued by China inspection and quarantine. This announcement will come into effect from Jan. 1st 2014.

1. The General Administration of Customs (”GAC”) has issued Announcement, pursuant to which China will implement the product-specific safeguard measures (PSM) on agricultural products under 12 tax codes divided into four categories imported from New Zealand (”Certain Agricultural Products”).

The import quantity of certain agricultural products applicable to conventional rates in 2013 and the import quantity trigger levels in 2014 have been revealed in the Announcement. Entities importing certain agricultural products shall go through the relevant formalities under the provisions of GAC Announcement [2008] No. 91 (Announcement on the Implementation of Product-specific Safeguard Measures (PSM) on Imports of Certain Agricultural Products from New Zealand)....
