· From the end of 2010, “Decisions of the General Administration of Customs to Amend ‘The Measures of PRC Customs to Supervise the Processing Trade Goods’ (2)” was implemented;
· A supplemental announcement with detailed rules followed closely into effect;
· After Chinese New Year, Customs officers say that there is only a way of paying duty for the surplus of bonded materials;
· Since March 2011, some formerly dutiable materials which are important to foreign invested enterprises can be duty-free;
· From now on, MNCs will face more and more pressure from a new mode of Customs audit called “Combined Check 3 in 1” after Customs’ more than RMB160 billion tax collections from bonded goods in 2010.
These above are the most important policies and highest-level new legislations of Chinese processing trade since the old measures took effect for the first time in 2004. But no authority regulator tells you why they change and what opportunities and challenges you will meet.
“Every boss has troubles with processing trade, no MNC manager knows when the Sword of Damocles will fall, and everyone worries about the last step of the drinking games with passing blossom.” But nobody can tell you why these happen and how to do something for managing the high risks of processing trade in China.
